Dr. Henry Liu is the Co-Founder and Chief Executive Officer (CEO) of Libo Pharma Corp., responsible for leading, directing, and providing overall oversight of the company's operations, growth, and development. Prior to his appointment as CEO, Dr. Liu served as Deputy General Manager of Libo Pharma from 2017 to 2020.

Before leading Libo Pharma's spin-off from its parent company, Lihpao Life Sciences Corp. (LLSC), in 2017, Dr. Liu served as Special Assistant to the General Manager at Lihpao Life Sciences, where he was responsible for several core initiatives, including directing and overseeing Next Generation Sequencing (NGS) research programs conducted in collaboration with clinical oncologists, and developing companion diagnostic kits for precision medicine. He was also responsible for establishing and managing the company's international business relationships and partnerships.

Mandy M.-N. Lee co-founded Libo Pharma Corp. (“Libo”) together with Dr. Henry Liu in 2017, and was appointed Director of Business Development & Licensing in 2019.

Peter Tsai has more than 18 years of experience in the development and commercialization of vaccines and biologics. He has contributed to the development of five commercial products — Gardasil®, Gardasil 9®, Vaxneuvance®, Capvaxive®, and Recombivax HB® — and has supported more than ten pipeline programs across viral, microbial, and mammalian platforms in the areas of infectious disease and oncology.

Prior to his current role, he spent 12 years at Merck Sharp & Dohme (MSD), beginning as a scientist and advancing through a series of positions in development, technical operations, and manufacturing with progressively expanding responsibilities. In his last position at MSD, he served as Director of Global Vaccine Technical Operations, leading the delivery of a new commercial drug substance manufacturing facility and process in Europe. Before that, he led process development and commercialization teams and supported multiple projects spanning the full continuum from early- and late-stage process development through tech transfer, commercial manufacturing, licensure (BLA), and market supply, and was a key CMC contributor to the Gardasil 9® BLA approval.

Over the past five years, Peter also co-founded or funded seven biotech and start-up companies, contributing strategic development, CMC, and fundraising expertise to support their growth. He is also a partner and board director of Always Champion Ltd., where he previously served as Vice President overseeing new facility and production line development as well as marketing, and led the establishment of the world's first nylon composite spunbond commercial production facility in Taiwan during 2021 to 2023.
